"Moon matters" : A loophole in the Outer Space Treaty?

                                                             Is it true that
                                    shrewd interpretations of the Outer Space Treaty
                                               could be used as part of a strategy
                                                            to monopolise
                                                      certain space resources
                                                for an unspecified period of time?
